what is the "official/legal" date of service for billing when a surgical procedure beings on one date and ends on the following calendar day?

good question

I'd like to know the same answer. I have a physician right now that had an emergent surgery that started around 11:30pm and ended after midnight but his dictation has the end date. He won't change the date on the op report without some guidelines/policy saying we should bill with start date. I can't find anything online about it.
