Anyone hear of a modifier to use on a procedure a day before a global period begins on another procedure?

If the patient is seen Monday, then has a procedure Tuesday, the visit Monday is in the global period. IF Monday's visit is when the decision for surgery was made, -57 may be appropriate. From the Medicare Global Surgery booklet:
What services are not included in the global surgery payment?
The following services are not included in the global surgical payment. These services may be billed and paid for separately:
• Initial consultation or evaluation of the problem by the surgeon to determine the need for major surgeries. This is billed separately using the modifier “-57” (Decision for Surgery). This visit may be billed separately only for major surgical procedures.

The prior day was for a tongue clip of the newborn, the next day was hospital discharge.
This is not my area but would that be 41010? Optum shows that 41010 has a 10 day global period so I don't think a hospital discharge can be billed.
