debridement with unna boot questions

I'm trying to find out if billing an unna boot with a debridement on the same foot is acceptable. I understand we can add the 59 modifier to have it paid separtately, however I'm trying to get some solid advise on if it is appropriate to use the 59 when it is the same location and same encounter. Does anyone have specific guidelines on this?
