I am having issues with 2 insurance companies not complying with the provider agreement contract. The contract states that payment shall be made within 45 days of a clean claim submittal. I have contacted their provider relations multiple times about this issue, but they still consistently pay late. I ask them if there's anything wrong with the claim. They tell me no, and they will not give me a straight answer about why claims are being paid late.

What can I do to force them to pay on time?
 
Since it is contractual, you could go down the path of indicating that they are in violation of the contract. That discussion should start from your legal team.
Are you located in a state that has prompt pay legislation?
