Does anyone know where the Department of Labor Policies and Procedures are located? Are they even available to view?

Well, after you log in to the owcp portal, you can find Forms (click FECA, Federal Employees Compensation Act, then you will find fact sheets, medical authorization info, etc.), eligibility and accepted conditions, Letter of Medical Necessity Documentation and Policy, etc.
