ASHD is not linked to diabetes in ICD-10. You would only code it as a circulatory complication if the provider has documented that the ASHD was caused by the diabetes. If that is the case, then E11.59 would be correct. However, ASHD is not normally caused by diabetes, so I'd be very surprised if a provider documented that. These are most commonly coded separately, e.g. as E11.9 and I25.10.
 
I would never assume. If the provider documented that they are related then you can code from correlation. Otherwise, I would code E11.9 and I25.10 as listed above. If the provider documents other complications, then you can do E11.69 and I25.10.
