Wiki Diabetes w/o Comp and With Comp coding

I have a few providers in our family practice that like to code a patient that is controlled Type 2 as E11.9. I am ok with this except they also will then add in a code like E11.69 Diabetes with other specified complications, and the additional code such as hyperlipidemia. I am under the impression we cannot bill both these codes for the same encounter. Am I correct? How do I explain this to my providers?
 
you cannot code diabetes with complication and then also state it is without complication. Also the guidelines indicate that you cannot code these conditions together.
