Wiki Diagnosis for Repetitive Problem with no Current Symptoms/Prophylactic Treatment?

Patient presents prior to going out of the country for the season. When out of the country each year, patient states they receive bites from unknown organisms and would like something to treat the itching. Provider gives a steroid cream to help with itching. This is a repetitive problem, but the patient doesn't currently have any symptoms to code. Diagnosis was "Sand flea bites" - but the patient doesn't currently have any bites so can I still use that for a diagnosis? (date of service was before the new "Z71.84: encounter for health counseling related to travel" was effective.)
