Wiki Discharged/Re-admitted 4 hrs later . . .

Here's the scenario:

Pt was discharged by Dr. B. Patient returned to the hospital 4 hours later and was readmitted by Dr. A. I think Dr. B should bill for his discharge (99238) and Dr. A should bill for the readmission (99221 or 99222 or 99223).

Does this seem correct? There is a difference of opinion in our office. Any response would be greatly appreciated!

Are these doctors in the same group/specialty? Was the patient re-admitted for the same thing or something else?
