If a CVL placement is discontinued due to the line will not go over the guidewire, would a 52-reduces services be used or a 53-discontinued procedure ..

I think you answered your own question - it's discontinued, so -53 modifier.

-52 modifier is used when you PLAN to do something that is less than the full description of the procedure.
