Would discussions with PT/OT/ST, floor nurses, staff, RN in a nursing facility qualify aa “discussion with other qualified health care professionals“ on the 2023 MDM table? The billing provider is not employed by the nursing facility.

A QHP must be able to perform and independently bill professional services under their state scope of practice. (See page 5 of your CPT manual.)
So conversations with RNs and other clinical staff would not count. Conversations with PT/OT/SLTs might. But again it will come down to qualifications/state scope of practice.
