Discussion with QHP from another specialty

Good afternoon.
I work for a teaching hospital. If the Fellow/Resident has a discussion about the patient with another QHP in a different specialty and documents it in their note. Then the Attending does their TP attestation and says they saw and examined the patient and agrees with the Fellow/Residents note. Can you count the discussion the Fellow/Resident had with the QHP?

If within the TP statement the Attending documents that they agree with the discussion the Resident/Fellow has, does the Attending have to redocument that they had the same discussion? If yes, then what is the purpose of the Attending saying they saw and examined the patient and agrees with the documentation, if we can not accept anything the Resident/Fellow documents? Feels like double work and our Physicians are giving pushback now asking why do they have to redocument everything when their Resident/Fellows do all the leg work

Our compliance department says you can not count it, that the Attending has to have the discussion and document it. I can't find in the CMS guidelines if it can be counted or not.
