A new patient came in to see our Ortho for shoulder pain (private practice orthopedic office). X-ray showed 'anterior-inferior dislocation of the glenohumeral joint with no fracture.' The patient opted for reduction in office.

Can I bill 99204-57 for Decision for surgery w/ the reduction CPT 23650? Or is it strictly the surgical procedure that is allowed?
