Can somebody tell me whether I can up code an E/M visit if such has documentation for time counseling?.

certainly you can code and E/M by "time" - as long as the requirements are met for doing so

To code based on time, documentation must state the total time spent with the patient, that greater than 50% or more of the time was spent counseling/coordinating care, and describe the counseling/coordination of care.
