Hello, need help please

I have a question about ER charges from a TFS, can you charge from a TFS or do the medications and orders need to be in the EMR, this is a discussion that we keep having. one person says no you can charge from the TFS and then I have two others that say no the TFS are Nursing notes, and you can't charge from them, that the need to document in the EMR.
