Dshs family planning only billing for wa

A pt is seen for an IUD insert and has family planning only in WA. We billed an IUD (V25.1), insert (V25.1), and preg'y test (V72.41 neg). The test was den b/c the pt has FPO and this is non cvrd. A fellow employee states we should be billing V25.1 w/neg or pos dx sec'y to get the test pd otherwise we write it off without waiver. I say this is over coding. Help!!:confused:
 
Hello. I do ob/gyn for Florida DOH and we do not include the pregnancy test in the billing. The patient would have to be tested negative of course before the IUD insertion, I think its a requirement and in my opinion its overcoding. I just use the 58300/99211FP and V25.1.
