having a problem meeting coverage guidelines for 93970 physician documented expanding hematoma on thigh as the reason for visit the impression of the test was normal so what DX code would you use?

Most likely the hematoma of the thigh. Is there a history of DVT, etc. or V58.61?
Doc is looking for a cause for expansion and since scan is negative, the hematoma of the thigh remains your final diagnosis.
