Wiki duplicates on records, many

We are now forbidden to discard/shred duplicate pages to a record. for example: 8 facesheets on a visit, ALL THE same. Other sheets like this as well. Our records room is over flowing and I am wondering if everyone does this? It seems ashame to spend time and money storing duplicates.

Is this commom practice everywhere?
 
If the duplicates are exactly the same with no signatures or any thing of the sort, we shred them. Our shelves are tight as they are so I would hate to have to file duplicates as well.
