If a patient has a breats biospy(19120) for a breast mass and the path report comes back with infiltrating mammory carcinoma. The patient comes in for a follow-up to discuss biospy and results. Can this be billed as an E/M because of the change in the diagnosis?

I would say not. It is a post-op (follow up visit) for the procedure. Even if the diagnosis is more specific now due to the path results, it is still the reason for the follow up visit.
