If there are 2 hpi elements how do you know whether to choose problem focused or expanded history? Both state 1-3 elements.
 
You have to look at the other two elements for history, ROS and PFSH. If there is no ROS and no PFSH it is problem focused. If you have one ROS and no PFSH it is expanded problem focused. You can't choose a level based on one element.
