Can an NPP bill incident to for United health care
 
As long as the incident-to rules have been met, yes. It must be a followup visit to a physician encounter, with the physician's plan of care stated in the medical record and the physician must be in the office suite area at the time of the encounter. IF United tells you they do not follow the incident to rules, then you will need a written policy from them stating this, and that they acknowledge that the provider may not be in the office nor have ever visited with this patient in the past.
It is serious business to bill using the physician NPI in field 24J when they are not in the office, and have not established a plan of care for this patient.
