If a patient comes in with asthma exacerbation and requires 2 nebulizer treatments and 1 or 2 steriod injections, would the medical decision making for this patient be moderate or high?

I would consider it moderate because the person is not in an emergency situation, but is at the clinic seeking relief of the attack.
