Wiki E&M Second Opinion during a Global (please help)

I am very new to the medical coding world, I m try to learn as much as possible. There is a pt who was seen by one of the practices Orthopedic Surgeon and was charged a FX fee and is now in a global. Pt scheduled a second opinion with another Surgeon within the same practice. The second Dr. would like to charge E&M code Est pt code 99214 instead of a No Charge visit. I think because of this being in a global period and both Surgeons sharing the same tax ID it is not possible. Am I right?
 
Both ORTHOPAEDIC surgeons?

If both surgeons are in the same specialty and the same practice, then the global period applies to both.
