I know that 99441-99443 are for established only patients. What if the initial new patient visit is a telephone call? Can we bill a 99202-99205 with a 93 modifier? Can New patient visits be telephone audio only calls?
 
Since the end of the PHE, new patients are not permitted to be performed audio only 99441-99443. 2025 brings new codes for audio only (including new patient options), and a possibility that Medicare will not cover many telehealth services currently covered.
Unless you have a policy in writing from the carrier that they would accept 99202-99205 -93 for new patient, telephone only, I would not recommend providing the service as audio only.
