Wiki E/M visit during Well Exam (Pediatrics)

I would like to know if the 1-year old patient came in for a Well Visit and father requesting more eczema cream, which was prescribed 3 days ago to be precise for the same issue and this is what doctor has written in A&P section during well exam, does it qualify for 99213 in addition to Well Check up visit.

Eczema -
-Patient with eczema. Advised emollient use. Treating with topical steroid as below. May use diphenydramine as needed for sleep. Use moisturizer once lesion heals. F/u if no improvement in 1 week.
L30.9: Dermatitis, unspecified
triamcinolone acetonide 0.1 % topical ointment - APPLY 1 APPLICATION TWICE A DAY BY TOPICAL ROUTE FOR 5 DAYS. Qty: 1 30 gram tube

This seems like continued maintenance for a chronic condition. If the condition was worsening or not improving and needed a new evaluation, then maybe a low level E/M.
