Wiki E/M visit & preventative visit on same bill

I was wondering if someone could answer a question regarding submitting and paying for a claim with a new patient E/M and a new patient Preventative visit. I know that if it is documented properly you can code the two visits on the same claim however woiuld one be an established and the other a new. We are comtemplating this issue, since if they did the preventive visit first, stopped and started the next visit as an E/M, then would that visit be an established one since they have already been seen and therefore it would be a Peventative visit.
