Wiki E/M with Biopsy in clinic?

when a provider is doing a procedure are we or are we not suppose to do an OV when the procedure is done. The procedure is a punch biopsy. Pt was scheduled for this biopsy one week before. We are an FQHC and i'm not sure if that makes a difference since we only get paid on OV's not procedures.
