Wiki E29.1 & E70-E88

I know in the ICD10 book it says its an excludes1 situation. BUT can someone explain to me why E29.1 cannot be coded with this chunk of Metabolic disorder codes? Just suuper curious.

It is that dx E29.1 is alpha deficiency and testicular hypofunction(deficient). Whereas dx E29.0 Testicular Hyperfunction(too much hormone not lacking) is ok to bill and no Excludes 1 Rule apply here. The other dx of E81.9, E70-E88 are deficient in hormones in the human body thus may be redundant since defining lack of body hormones .Testicles run on hormones too but lacking with dx E29.1 so Excludes Rule 1
