When a doctor gives an injection (steroid, prolotherapy, sclerosing) to a foot or ankle and then does strapping on the same foot or ankle, can he unbundle the strapping from the injection by adding a -59?

I believe they are included unless done for different reasons, like injection joint for arthritis and strapping for plantar fasciits.
