Is the ED visit separately billable, even though the pt was admitted to obs on the same dos? All done by the same provider

Ed visit 1/27/23 – 12:30am

Admitted to OBS 1/27 @4:46am, H&P note done on 1/28 @5:51am

Discharged from OBS 1/29 @10:39am, D/C note done on 1/29 @9:20am

Any assistance is greatly appreciated.
