Question regarding the capture of charges for infusions for patients that go from ED to OBS.
An ED patient has an infusion that started at 1300. The patient is admitted for OBS. The OBS order is written at 1600. The infusion stop time is 1700. Coder codes for 3 hours: 96365 and 96366 x 2 for the ED.

It seems that no one is capturing the additional hour. Should this additional hour be charged for? Who should capture the charges for the infusion time when the patient was in observation status?
