Wiki EGD with Dilatation with Bougie

We are not getting paid for by BCBS for the "Dilation of Esophagus by unguided sound or bougie, single or multiple passes."
I billed it with EGD, 43235. I have tried using the 59 and 51 modifiers on 43450, to no avail.
Could someone please help me???
