ENT CT and E&M on the same day

ENT schedules a patient for a CT for Sinusitis
He wants to bill for the CT as well as an E&M for the same date of service when he reviews the results of the CT with the patient immediately after the procedure (same day)

This doesn't sound right, I would think the Procedure and discussion of the service on the same date at the same time would be included in the procedure code.

Please advise.
