Can I code Tinitis (388.30) along with hearing loss 389.9? Is it a symptom of hearing loss?

Check the documentation for a cause and effect relationship. If the doctor only lists both of these conditions without specifying, query the doctor. If the hearing loss is only temporary and started when the tinnitis started, then it is a symptom. But if the hearing loss is a chronic problem, it would be something different.
