If a pt is in the ER early in the day and on the same day has a Dr. appt with there PCP. Can we bill office level for this date of service? The pt was seen for a different complaint in the PCP office.

As long as your physician did not see the patient in the ER then yes.

how about if patient is seen in the ER in the AM and then comes over to his PCP office later that afternoon for the same issue. They are denying my 99213 as included. Can I add a modifer?
