Wiki Er billing with a surgery code

Hello Everyone,

I'm trying to find out if the rules changed with regards to billing an ER Code with a Surgery Code. I'm told the ER code is inclusive to the Surgery Code. Is this correct?

Decision for surgery

If the evaluation of the patient presenting to the ER resulted in a decision for surgery, and that surgery was performed within the next 48 hours, you need a -57 modifier on your E/M code.
