Scenario: If a patient goes to ER and the Emergency room physician requests a consult from a specialist, meanwhile another physician admitted patient and they are waiting in the ER for a room to be ready,the specialist arrives to do consult and it is done in the ER. Would the specialist bill an ER consult because the face to face and location of service was in the ER or would he bill and inpatient consult?
 
The status of the patient is what matters not the location they are in. For instance you can be in observation status but still be in the ER. You can be in critical condition in the ER and not need critical care services. Since patient was admitted its an inpatient consult
