Wiki ER Consultation

I have a specialty physician who saw a patient in the ER. The visit was documented by my physician as a consultation and within his plan he stated "admission." There was no documentation of a request for the consultation from the requesting MD so, I cannot bill a consultation. Since it was an ER visit, I would look at a NEW outpatient code normally but, with him stating "admission" I am unsure how to code this. He was listed as the admitting MD along with another MD who actually performed the admission H&P. Any suggestions?
