ESO Medicaid Billing for Prenatal Care?

We currently bill a global fee when our Emergency Services only (ESO) medicaid patients deliver. However, another practice in the area charges the patient for the prenatal care as a cash patient and then bills ESO Medicaid for the delivery only. Can anyone tell me which is correct and where to find the supporting documentation?
 
ESO Medicaid Billing for Prenatal Care

Emergency Medicaid covers only the cost of the delivery for pregnant women. The federal definition of emergency medical service includes vaginal or C-section delivery. Prenatal care would fall under regular medicaid coverage or medicaid for pregnant women. I believe the other practice is billing correctly but you could check with your state's medicaid office also.
