Please Clarify!

I know you need to meet all 3 key components for a new patient to get your level and for an established patient you only need to meet 2 out of the 3. My question is, just to clarify, even if you don't have enough elements in the HPI (EPF) but you have a comprehensive exam and moderate MDM you can still make this a 99214? This is meeting the 2 out of 3 but I have only coded ED until recently so I am trying to wrap my head around this! Thanks in advance!!
