It's hard to say without seeing the documentation.
If you're looking to get more comfortable with MDM, there are quite a few different people who have videos online that might be helpful.
Contempo Coding has several videos about E/M and MDM. Here's Contempo's YouTube page: https://www.youtube.com/@ContempoCoding There's a 2021 E/M Office/Outpatient video with case examples on their site You may also find the video specifically on MDM helpful - it was recorded prior to the recent E/M changes, but the MDM concepts discussed in the video are still helpful with overall understanding of how MDM works.
One of the Contempo videos talks about the difference between Level 2 and Level 3:

I'm sure there are other channels with great E/M resources out there - these just happen to be 2 that I'm familiar with off the top of my head. It will help you get started at least. Sometimes hearing a person talk about it in a video can make the concepts click more than just reading the pages in the CPT book.
