Wiki Excision of Benign lesion and Skin tag same day

Need advice------How can I code 11422 (Excision of Benign lesion-DX 706.2) and 11200 (Skin tag removal DX-701.9) done on the same day. Insurance is denying saying they are incidental to each other, however I'm not seeing anything about that and you can append Mod51 to skin tags. So maybe Mod59. Any suggestions or thoughts and ideas would be greatly appreciated.
