exostosis and haglund's deformity

I am wondering what others are billing for this surger. The doctor goes in and removes a spur off the back of the calcaneous. Than he moves up in the same incision and removes the haglund's deformity. We have 2 podiatrists and the one is saying it is the same code 28120 and the other thinks we can bill 28120 for the spur and than 28118 for the haglund's.

Try 28119 for the spur. Since 28118 & 28119 have a NCCI edit, and this is through a single incision, you can try -59 but insurance will probably knock you down to 28119 for reimbursement...
