Failed Venous Ablation

CPT for the procedure is 36475, but it failed.

"Attempted venous access of the left GSV without success".
"Attempted venous access of the right GSV without success".
"Failed venous ablation of the greater saphenous vein bilaterally due to constriction of vessel".

Should I bill 36475 with a 52 modifier for reduced services?
