There is no guidance from ICD-10, that I'm aware of or have ever come across, as to what family relationships qualify for reporting family history codes. In the absence of any, I believe that if a provider has documented a particular family member's history as being clinically relevant to the patient's treatment, it would be appropriate to report with the family history code and it would not matter what the particular relationship was.
 
Family history codes are for use when a patient has a family member(s) who has had a particular disease that causes the patient to be at higher risk of also contracting the disease
