Fluids during Transfusion

Need some help on when to bill for normal saline. I know that it cannot be done when in conjunction with chemo but what about during a transfusion of either platelets or blood? The clinic I'm working for typically gives 500 ml slightly prior to and during a transfusion. Would it be appropriate to charge J7040?

(I have been doing Rad Onc coding for years but Med Onc is very new to me!)

If you are mainly giving for flushing purposes you cannot bill for hydration services. We typically run NS 250 before and after transfusions and we can't bill for it.
