Wiki Follow up from Procedure with 0 Global Days

For follow-up visits from procedures with 0 global days, are these still included in the payment for the procedure? I imagine if the physician discussed management/treatment options based on pathology findings, that would be a billable E/M service. But if the pathology findings are benign and the problem (like postmenopausal bleeding) has resolved and the physician states to follow up if bleeding reoccurs, is this nonbillable, or can it be reported with 99212?
 
If the global days are -0- an the providers see's the patient with sufficient documentation to level a E/M, then it would be appropriate to bill for the service.
