Wiki Foreign body - Patient went to the ED

Patient went to the ED with foreign body in the eye, ED referred patient to the ophthalmalogy clinic to have the foreign body removed, ophthalmalogy removed the foreign body from the eye and then the patient returned to the ED and was discharged from ED. How would I bill the ophthalmalogy services?
