Wiki FQHC Lab Encounter and E&M Visit Same Day

I was wondering if an encounter (claim) for lab services and a separate encounter (claim) for an E&M visit would be acceptable to bill for an FQHC or if they must be combined into one claim, specifically if they are for the same provider? The circumstance would be, patient sees PCP for office visit, the PCP orders labs. The facility has a lab (a different office) so the patient presents to the lab to have them drawn, same day. MUST those two charges go on the same claim or can the lab have it's own encounter as it is a different type of service (Lab vs. Medical)?
