Wiki Fracture care in the ED

When fracture care, either with or without manipulation, is provided in the ED and the patient then sees the ortho provider for continued care throughout the global period, does both the hospital and ED provider have to report modifier 54 on their claims so that the ortho provider can report fracture care with modifier 55?
